In a two stage process: First bid your longest suit, and then rebid no trumps at the next available level on your second bid. Don't start with NT, because that would imply 12-14 points.

Try to avoid bidding diamonds, even with an 8-card match. It's much better to play in a Major or NT. Bid your 4-card Major, Spades. Even though you have opening points, bid at the lowest available level, 1S (so as to conserve your bidding space). No need to jump unless you are super strong (6 card suit, 16+ points). You can tell your partner about your strength later. You will get another chance to talk, since you are changing suit, i.e. it's a forcing bid.

West is now in the driving seat. He alone knows that there is enough power for game. His first bid only promised 6 points, but now he can reveal he has 10+ points by jumping to game, 3NT. If West had supported diamonds at the beginning, bidding 3 to show his exact strength, then East could still have reverted to 3NT knowing that the necessary 25 HCP point count was there. Another possible alternative for West would have been to bid 2NT on his first bid, to show balanced hand and 11-12 points. East would then know to raise to 3NT. (Note for more advanced players: 2NT cannot be bid in West's situation after a Major opening bid, if you are using the Jacoby 2NT convention, because it means something quite different).
